BizTalk Server: Unable to load adapter handlers for FILE adapter. (Microsoft.BizTalk.Administration.SnapIn)
This typically means that you need to add the operation account to the related BizTalk group, such as 'BizTalk Server Administrators' group.
You also have no right to add a new adapter when you encountered this issue, however, you can delete an adapter(I think it's a bug).
