MSXML 4.0 SP3 Beta Available

Some highlights include:
- No merge module - the .msi should be installed instead.
- More secure default values for max element depth; AllowXsltScript; improved security setting propagations.
- Some line/linepos changes for error messages.
- Other good stuff that's harder to bucketize. :)
