Which part of the Symantec report says "Microsoft" is the most secure OS? Also, I wasn't aware Microsoft was an operating system.

That's what the internetnews.com article author wrote, not what Symantec wrote.
Then the article goes on to say Windows had 12 high severity vulns, RHL had 2, Mac OS X had 1 in the same time period.
