I feel that Microsoft is now shifting responsibility for this to end purchasers. I think this is incorrect. If transactions are occurring that violate the license agreement, that should be taken up with the reseller, not the end purchasers.

With the complexity of the agreements, and the fact that they change from time-to-time, I don't think it is realistic to expect "informed consumers" to enforce Microsoft license agreements.
