Windows CE 6 took a step in that direction by supporting the virtual machine as an emulator.&lt;/p&gt;
&lt;p&gt;There is also the free nLite program for selecting Windows components before creating the installation CD.&lt;/p&gt;

&lt;p&gt;There's also a lightweight WinXP, Windows Fundamentals, but it's only avalible to large enterprise customers.&lt;/p&gt;
