The WEPOS operating system is very similar to Windows XP from a development perspective.  The differences center around the optimizations that have been made in order better address the specific needs within the Point of Service industry.   The tools, APIs, and experience of development on the two operating systems are very similar; thus, any good developer who has experience with Windows XP should be able to easily adapt to development on WEPOS.
