&lt;p&gt;I am not absolutely sure about your requirement from the comment but it seems like virtualization can be a solution to your requirement. &lt;/p&gt;
&lt;p&gt;Specifically, application virtualization is what I would recommend you to have a look. Microsoft's Softgrid can be a good approach to realize this. Softgrid works well with windows server 2003 and IIS 6.0.&lt;/p&gt;
