&lt;p&gt;The migration behaviour depends upon the OS Version of License Server(LS). If you have win2k3 or Win2k8 LS then it is not possible.&lt;/p&gt;
&lt;p&gt;If I understand your question correctly, you are asking for the following:&lt;/p&gt;
&lt;p&gt; - You have installed 30 CALs (From one License Key Pack) on source LS.&lt;/p&gt;
&lt;p&gt; - Now, you want to migrate 11 CALs out of those 30 CALs on to a target LS.&lt;/p&gt;
&lt;p&gt;Partial Migration is not allowed using the “Manage RDS CALs Wizard”.&lt;/p&gt;
&lt;p&gt;In Windows Server 2008 R2 you can do a partial migration manually (using WMI interface) if the following conditions are true:&lt;/p&gt;
&lt;p&gt; - Both source LS and target LS are of Windows Server 2008 R2 version.&lt;/p&gt;
&lt;p&gt; - Volume agreement (non-retail) is used for installation and migration.&lt;/p&gt;

&lt;p&gt;I already install the TS License server in W2k8.&lt;/p&gt;
&lt;p&gt;After running the setup wizard, and activated the TS, the screen prompt me to enter Licese code? what is that?&lt;/p&gt;
&lt;p&gt;I need to ask how to transfer my TS CAL from w2k to w2k8 TS License server?&lt;/p&gt;

&lt;p&gt;You need to buy the new CALs only in case if you are upgrading your terminal servers also. For accessing Windows Server 2003 terminal server you need Windows Server 2003 TS CALs.&lt;/p&gt;

&lt;p&gt;More precisely : If I have now 100 TSCALS for 2003 with software assurance, and I install a 2008 TS (RD) license server and I upgrade the 2003 TSCALs to 2008 TSCALs can my clients connect to both 2003 and 2008 Terminal Servers ? Or should I have now suddenly 200 Cals ? And within a year if all 2003 servers are phased out, again 100 CALS ?&lt;/p&gt;

&lt;p&gt;Nice explanation. I joined a company with a TS 2003 Server. If I go to Start | Administrative Tools | Terminal Server Licensing the only thing I see is the built-in Windows 2000 Server TS CAL token which has unlimited licenses. I don't see any other info. &lt;/p&gt;
&lt;p&gt;We do have 2003 TS CAL for all our users (original paperwork from the reseller) but I don't see any of this CAL activated. Curiously there has been no issues or complains from the TS Server and there are no temp licenses issued either.&lt;/p&gt;
&lt;p&gt;Will you have an idea as to what might be happening? I want to be legal and I don't want any problems.&lt;/p&gt;
&lt;p&gt;I noticed this now because we are upgrading hardware (we will keep 2003 TS) and I fear I will run into trouble.&lt;/p&gt;

&lt;p&gt;The reason your getting only the Built-in CALs is that you haven't instlled the CAL Packs yet for which you have the paper work. What is the licensing mode set on the Terminal Server? I guess you have set the mode to 'Per User'. As Per User is not enforced in Windows Server 2003 you are neither getting any error nor connectio denial. &lt;/p&gt;
&lt;p&gt;You nede to change the TS Licensing mode to 'Per Device' and install the appropriate CAL Packs on the license server.&lt;/p&gt;

&lt;p&gt;A valid reason to use per-device licensing would be in a factory or hospital where you have 2-3 shifts of employees using the same client devices, where the number of users is more than the number of devices.&lt;/p&gt;

&lt;p&gt;To Silvia: I shouldn't switch to per-device since what I want is per-user. My only concern is what will happen once I install the CAL packs on the license server. Will the server start &amp;quot;handing&amp;quot; out this licenses and properly reflect the amount left or will it screw up things for me?&lt;/p&gt;
&lt;p&gt;I'm convince and assured of the fact that I have less TS users than I have TS CAL, so in that sense I'm not really concerned (I have enough to increase TS users in 30%). But I have this worry: legally speaking, Am I breaking the law by not having activated the TS CAL even though I have enough of them to cover my selected licensed mode? &lt;/p&gt;
&lt;p&gt;The fact that per-user license is not enforced might be the explanation as to why there are no problems so far. &lt;/p&gt;
&lt;p&gt;At Patrick: So by assuring that I don't have more TS users than TS CAL I can continue without ever activating the license packs?&lt;/p&gt;
