The reason  this article is asking the question is because many developments teams are using tools that are not well integrated and that’s one of the key deficiencies Team Foundation Server addresses.  TFS Work Items, used for tracking bugs, tasks, features and any other piece of information related to a project, is a fundamental part of TFS that's totally integrated with source control, build and reporting. 

So my answer is "No". [:)]
