People who attended VSLive and the Mobile Devices Conference in San Francisco two weeks ago received a copy of the Visual Studio 2005 (Whidbey) March Community Technology Preview.  This Alpha release shipped with a configuration error that keeps local Help Search from working properly.  I have posted an article here which explains how to fix this problem and enable local Help Search and F1 in this release.  Note: this fix applies to the March Community Technology Preview only.
