Effective Application Delivery - It's easy

At the highest level I feel that delivering applications that are maintainable, reflect user needs and tradeoff appropriately between the expected budget, timeline and functionality comes down three things:

1. Getting the right estimate
2. Development process
3. Tool functionality and framework support

I know these appear to be a vast simplification but if you get these three things right from the outset then you are in pretty good shape (the obvious assumption here is you have capable people!).
