Time to move to Tallinn?

I've lived in many places (Wisconsin, Silicon Valley, Seattle, Tokyo/Yokohama) but none of them made the top list of Intelligent Communities as selected by the Intelligent Community Forum this week:

My current home of Mercer Island was probably disqualified because we still don't have a stop light at that awful intersection at 86th and Island Crest Way.
