Just last week I encountered the exact same issue. As part of our testing infrastructure, we generate data in HTML format which is then rendered into charts, often extremely long with scroll bars. There are hundreds of tests and we needed to capture an image of the results and paste it into an Excel report. Doing it manually would take too long, so I created a tool to automate the task. I used the Browser control in conjunction with Navigate() and DrawToBitmap(). However, with each call to Navigate, memory increased dramatically and was never reclaimed until I ran out of memory. I never discovered the problem, but I worked around it by manually recreating and disposing the control and forcing a GC with each operation.
