&lt;p&gt;I believe I need to take this approach instead of XAML activation. &amp;nbsp;Here is my process...&lt;/p&gt;
&lt;p&gt;- get workflow template from database&lt;/p&gt;
&lt;p&gt;- deserialize it&lt;/p&gt;
&lt;p&gt;- get list of approvers from table&lt;/p&gt;
&lt;p&gt;- add activity for each approver&lt;/p&gt;
&lt;p&gt;- compile?&lt;/p&gt;
&lt;p&gt;- instantiate&lt;/p&gt;
