IE8 changed it mind

Generally speaking, IE8 will by default display the most standard-compatible appearance but not the "IE7 standard" compatible mode, instead of forcing developers to use an "opt-in" metadata to explicitly call the standard mode.

 The amazing announcement is no doubt a big strike to the world of web development. It must has something to do with the recent EU intervention and Opera's antitrust complaint. But anyway, this engages us to do the best thing, even if it could be painful at the beginning.
