Are the Express tools just the repackaging of the "Standard" edition tools? If so, is Microsoft planning to release them for free or will they cost some around the $100 price point the Standard edition has been based around?

They are different from the Standard tools. Pricing hasn't been set yet, but all I can say is on the FAQ (http://lab.msdn.microsoft.com/express/faq/default.aspx)

Are the Express Edition products free?

We have not announced pricing and licensing and will not do so until next calendar year. For the time being, we can tell you that the Express Editions will be low-cost and will continue to be easy to acquire.
