We think it is because, in a restore-based move, you're moving to a new physical server (new hardware) that will have a different MAC address (and potentially a new network address), but that TFSAdminUtil won't correctly point to the new physical server if you try and run it using the old server name to point to a new server.

Changing the AT name is absolutely not necessary, even when moving to new hardware.  I successfully moved my TFS install to new hardware with the same name with no problems at all.  Of course, you may well run into non-TFS problems along the way, especially if you have both the new and the old hosts running at the same time!
