Having problems opening compiled Help files (.chm)?

It's recently come to our attention that some users have been having problems opening the Team Foundation Installation Guide, available from the Microsoft Download Center.  It turns out that this is not a problem with the installation guide itself, but a problem with all .chm files that comes up occasionally.  If you download the installation guide (or any other compiled help file) and see nothing but blank pages when you open it, you should review the content of this KB article.  You should also verify whether the content is being blocked from display by the security settings of Internet Explorer 7 and Microsoft Windows Vista; some security settings will block the display of compiled help file content.
