At TechEd 2007, Microsoft announced the Visual Studio 2008 Shell, a streamlined Visual Studio IDE that can host custom tools and programming languages. The Visual Studio 2008 Shell has two modes, integrated and isolated, with customization points to help optimize the experience for any target developer or user audience.
