* Excel 2003 cannot be published on Excel Services,,,

* Only excel 2007 can be published on Excel Services,,,

if you have a file with excel 2003 format the web feature is not enabled for it and thus, cannot be view on excel service,

Workarounds:

if you want to view your excel file on excel service just save it on xlsx format and deltete the old format,,,

now you can publish it on excel services,,

for big amount of files, you can just write a code that:

- Access all the desiered sites...

- Connect to all xls files

-Convert them to xlsx,,

-Publish them again
