As a developer in an international setting (even if I am a yank) I say, pull the trigger NOW. All developers should be going against UTC for everything (IMNSHO [In My Not So Humble Opinion] ;) ).

Really once you get in the habit, it's not that hard to handle and saves so many headaches down the line.

@hintzen, I hear you. It's definitely a best practice to use UTC time already, and I think most apps running in Windows Azure probably do. But we don't want to break those apps that weren't doing it, hence the heads-up.
