You should try updating the downloads. The XPS EP download link on http://www.microsoft.com/whdc/xps/viewxps.mspx still links to a MSI that was digitally signed in June 2007. It cannot be the updated version.
@Joel - yes, that's the problem we're looking into. It appears to be location (where you're donwloading from) and language specific
I just downloaded the updated file. Unfortunately, it still gives the same installation problem as the previous package. The installation log gives the following reason:
