What difference does it make?
I wonder if anyone sees a difference in putting Web services features directly into the .NET Framework vs. having those features in a separate download named
Web Services Enhancements
. Does anyone actually care where the feature comes from?

In large organisations with large production environments it is very important that the .NET framework contains all these extras. Getting machines upgraded support .NET is difficult enough, without having to argue for the addition of the WSEs.
One firm I worked for (they outsourced their IT to IBM) took 12 months to get a ASP.NET capable hosting service - after .NET RTM. The firm is is quite big 50,000+ people worldwide. They arent really doing any Web Services stuff yet, just ASP.NET. It would be very costly to try and get the WSEs added to their configuration.
